PaHaL or Pratyaksha Hastaantarit Laabh, formerly the Direct Benefit Transfer Scheme for LPG subsidy, is a Direct Benefit Transfer scheme for liquefied petroleum gas (LPG) subsidy in India. Under the scheme, LPG cylinders are sold at market rates and consumers receive a subsidy from the Union Government directly into their bank accounts. It replaced the previous system of selling subsidised LPG cylinders directly to consumers. The Direct Benefit Transfer Scheme for LPG subsidy was initially launched on 1 June 2013, and eventually covered 291 districts. However, consumers faced several issues particularly due to the mandatory requirement that an Aadhaar linked bank account was needed to avail the subsidy. After reviewing issues faced by consumers with the scheme, the Government relaunched a modified scheme named PaHal on 15 November 2014 in 54 districts. The scheme was extended nationwide on 1 January 2015.
By 1 March 2015, 75% of the total LPG consumer base of 15.3 crore was enrolled under the scheme. On 1 June 2013, the minister of Petroleum & Natural Gas, M. Veerappa Moily formally launched the Direct Benefit Transfer Scheme for LPG subsidy or LPG (DBTL) Scheme in 20 high Aadhaar coverage districts. Under the scheme, the subsidy on LPG cylinders would be credited directly to consumers' Aadhaar-linked bank accounts. All Aadhaar-linked domestic LPG consumers would get an advance in their bank account as soon as they book the first subsidized cylinder before delivery. On receiving the first subsidized cylinder, the subsidy for next would again get credited in their bank account, which can then be available for the purchase of the next cylinder at market rate until the cap of 12 cylinders per year is reached. The scheme eventually covered 291 districts. However, consumers faced several issues particularly due the mandatory requirement that an Aadhaar linked bank account was needed to avail the subsidy.〔(【引用サイトリンク】title=Great Going on the LPG Subsidy, But Take the Logical Next Step Soon - Swarajya )〕 After reviewing issues faced by consumers with the scheme, the Government modified the scheme and re-launched it on 15 November 2014 in 54 districts in 11 states, including all districts of Kerala.〔 The modified scheme was named Pratyaksh Hanstaantarit Labh or PaHaL.〔 The modified scheme also put in place mechanisms to simplify enrollment and improve consumer grievance redressal.〔(【引用サイトリンク】title=PM Modi reviews PaHaL scheme for LPG Subsidy )〕 The modified scheme also benefited from the near-universal coverage of Aadhar and a large number of bank accounts created under the Pradhan Mantri Jan Dhan Yojana (PMJDY).〔
On 31 January 2015, Prime Minister Narendra Modi reviewed the scheme during a high-level meeting in New Delhi. Modi congratulated the officials tasked with implementing the scheme, and remarked that it would be "the next big scheme which will substantially benefit the economy", after the PMJDY. At the time, 9.75 crore LPG consumers had enrolled under the scheme, representing 66% of the total 15.3 crore consumer base. The government had transferred into bank accounts through 9.25 crore transactions. The scheme received a total of 1.09 lakh complaints, or 0.1% of total transactions, and 85% of complaints received had been resolved as on 31 January 2015.〔 As on 5 February 2015, 10 crore consumers are enrolled under the scheme.〔(【引用サイトリンク】title=PM Narendra Modi expresses joy as PaHal scheme registration crosses ten crore mark )〕 By 1 March 2015, 75% of the total LPG consumer base was enrolled under the scheme.〔
At a NASSCOM event on 1 March 2015, Modi stated that the scheme was estimated to have prevented at least 10% of the leakages under the previous system of selling subsidised LPG cylinders, saving thousands of crore of rupees.〔 On 2 July 2015, Chief Economic Adviser Arvind Subramanian stated that the PaHal scheme, and the PMJDY, were responsible for a 24% reduction in sales of subsidised LPG cylinders, resulting in an estimated savings in 2014-15 of around .〔
On 14 November 2015, Union Minister for Urban Development and Parliamentary Affairs M. Venkaiah Naidu announced that the government was considering withdrawing subsidies for persons earning more than annually. Naidu stated, "They (the government) are also planning that the consumers whose income is above Rs 10 lakh, gas subsidy will not be given. Why do they need subsidy? Why ministers need subsidy? So far, 30 lakh people have given up LPG subsidy.
